Yes, by one important measure. The UK was the second-largest fintech investment market in the world in 2025, with $3.6 billion raised, behind the US at $25.1 billion and just ahead of India at $3.4 billion, according to Innovate Finance. It held second place in the first half of 2026, raising $1.8 billion across 181 deals, as IT Brief reported.
But the gap with the US is very large, and the total amount raised is well below the levels of a few years ago. "Global leader" is a fair description of the UK's ranking, not a promise that money is easy to find.
The numbers
2025, full year:
- UK: $3.6 billion, second globally.
- UK investment in the second half was 11% higher than in the first half.
- Global fintech investment rose 21% to $53 billion.
- Payments was the biggest area of investment, globally and in the UK.
First half of 2026:
- UK: $1.8 billion across 181 deals, first in Europe and second globally.
- That was 5% lower than the second half of 2025, a smaller fall than the 12% drop globally.
- The largest UK deal was Ebury, at $203 million.
- Global fintech investment fell to $28 billion, while venture investment in AI passed $400 billion.
Innovate Finance's figures cover venture equity and exclude debt. Its chief executive, Janine Hirt, said fintech "remains one of the most important applications of AI, and continues to attract significant investor interest."
Why the UK stays near the top
Several things support UK fintech: a large financial services industry, deep pools of specialist talent, a big domestic market and a regulator with established routes for innovative firms.
The FCA's Regulatory Sandbox lets firms test products with real consumers in a controlled way, with a dedicated case manager. Key points:
- It is open to authorised and unauthorised firms of all sizes, and to technology businesses serving UK financial services.
- Applications can be submitted at any time of year.
- Tests are usually small-scale, time-limited and involve a limited number of consumers.
- It is not an exemption from regulation. Firms doing regulated activities still need authorisation or registration.
The FCA also runs a Digital Sandbox, which gives early-stage firms access to data sets to build prototypes, and Innovation Pathways, for firms that need help understanding the rules before they are ready to test.
What it means for founders
This section is editorial guidance, not investment advice.
- Expect selective investors. With less money in the market, investors focus on businesses with revenue, clear unit economics and a credible route to regulation.
- Plan for regulation early. Work out whether your product needs FCA authorisation and how long that could take. Build it into your funding plan.
- Think about AI carefully. Investors are interested in AI, but financial services is heavily regulated. Show how you manage risks such as bias, data protection and explainability.
- Use the free FCA support. The sandbox and Innovation Pathways can save time and reduce regulatory risk.
