The government is raising the British Business Bank's total financial capacity by a fifth to £30.6 billion, it said in Budget 2026 on 28 October. The package includes £1.4 billion of extra capacity to invest in equity funds and £450 million for a new venture debt product, which the government says will let scale-ups raise finance without giving up more equity.
The measures are set out in the Treasury's entrepreneurship prospectus, published alongside the Budget.
What the Budget gives the British Business Bank
The prospectus says the increase is intended to "significantly" increase support for innovative businesses and attract billions more in private capital. The main parts are:
- Total capacity of £30.6 billion, up by a fifth.
- £1.4 billion more for equity funds, including cornerstone investments in growth-stage funds.
- £450 million for a new venture debt product for scale-ups.
- £5 billion for growth-stage funds and scale-ups. The prospectus says the Bank plans to invest this amount and to support at least ten new-to-market growth-stage fundraisings.
- New regional funds. The Bank has been asked to work with Mayoral Strategic Authorities and the devolved administrations to design successors to the Nations and Regions Investment Funds.
The UK Business Angels Association, which represents angel and early-stage investors, said the extra capital will let the Bank back more equity funds and create the venture debt product.
What venture debt is
Venture debt is a loan for venture-backed companies, usually taken alongside or between equity rounds. Unlike an equity round, it does not dilute the founders' shareholding in the same way, but it has to be repaid with interest. The government has not yet published the terms of the new product, including who will be eligible, how it will be delivered or when it will open.
Pension money for growth companies
The prospectus also sets out progress on getting pension savings into UK growth companies:
- British Growth Partnership Fund I, managed by the Bank, has raised £200 million from Aegon UK, Cushon Master Trust and M&G.
- The UK Scale-up Fund, being developed with major pension providers and the Bank, is expected to raise over £1 billion.
- Nest announced a £200 million venture capital allocation in September 2026, which could reach around £1 billion by 2030 depending on the availability of high-quality opportunities.
What it means for founders
This section is editorial guidance, not investment advice.
The British Business Bank rarely lends or invests directly in a single company. It mostly works through funds, banks and other lenders, so most founders will feel these changes through the investors and lenders they deal with.
- Seed-stage founders should not expect a quick change. The new money is aimed mainly at growth-stage funds and scale-ups. Our report on the seed funding squeeze explains why early rounds remain harder to raise.
- Scale-ups considering debt should watch for the details. Until the venture debt product is launched, check the Bank's website and your existing investors for news on how it will be offered.
- Regional founders should follow the successor funds. If you are outside London, the new Nations and Regions funds could become an important source of early capital once they are designed.
